HSLC Welcomes New Executive Director

ANNOUNCEMENT

The Human Services Leadership Council is pleased to announce the appointment of Loretta Zolkowski as our first Executive Director.  

A graduate of the University of Chicago, Loretta was previously employed by POMCO Group and Carrier (UTC).  She has not-for-profit experience as board member and chair for such diverse organizations as the YWCA, Junior Achievement and the Matilda Joslyn Gage Foundation.   She also served on the Strategic Planning team for Girl Scouts of NYPENN Pathways and is a member of the YWCA National Academy of Women Achievers.

Loretta will have a home base at the Philanthropy Center, but most of her work will take place in her ‘virtual office’.  She is a part-time employee.  She will be contacting all HSLC members over the next few weeks to arrange to meet with each of you.

Human Services Leadership Council

The Human Services Leadership Council of Central New York’s mission is to improve the lives of the recipients of human services in central New York by facilitating growth in skills, knowledge, capacity and coordinated efforts of the not-for-profit human services agencies who serve them.

The Executive Director, under the guidance of the Steering Committee of HSLC, is responsible for overall operation of HSLC with ultimate approval of all fiscal, program, and employment decisions, functions, changes, policies and procedures.

Responsibilities include:  

Planning:

• In conjunction with the HSLC Steering Committee, monitor implementation of the Strategic Plan.
• Identify local training opportunities for HSLC members, with focus on strengthening organizational capacity.
• Resource development: enhance access to data sets and contact people to facilitate collaborative joint activities and applications.
• Plan for and attend all HSLC general and Steering Committee meetings and supply members with all information necessary for the execution of their duties. 

Execution:

• Serve as liaison to be voice and representative of HSLC members. Connect with industry sectors such as business, government, funders and community members.
• Foster collaboration and regionalization by identifying opportunities, facilitating connections and sharing successful models used across the country.
• Make recommendations to and implement decisions of the Steering Committee for all HSLC programming, funding, and operations.

Process:

• Work closely with Steering Committee to ensure delivery of accurate, consistent and effective messages to members.
• Research and make recommendations on replicable blue print models of collaboration used across the country.
• Represent HSLC to the community to promote understanding and supportive relationships.
• Serve as advocate to promote HSLC efforts locally, statewide, and nationally.
• Oversee networking initiatives to include increasing and maintaining active email presence and enhancements to HSLC website functionality.

Budgetary:

• Administer HSLC annual budget and supervise any future fund raising efforts and  financial plans and operations.

Systems:

• Authorize the hiring, direction, management and termination of administrative staff employed by HSLC.
• Build and maintain strong working relationships with government agencies, area businesses, funding sources, member programs, and other human service agencies.
• Abide by a strict code of confidentiality in all matters related to the HSLC and its members.

Qualifications:

Individual should have  experience in human service administration; demonstrated management experience including supervision of staff, budget, finance and fund development; awareness of and interest in the Central New York region human service providers and businesses; high level of initiative and creativity; proven ability to be an effective manager and leader; ability to handle a variety of tasks and responsibilities simultaneously and effectively; ability to work with diverse groups of people with diplomacy and discretion; ability to assume leadership in planning and programming for all areas of HSLC.

Announcements:

·         Child Care Solutions will be hosting a trivia night at the MOST on October 25^th   at 6:30pm. 

·         Planned Parenthood of the Rochester/Syracuse Region and Planned Parenthood of Western New York will be merging to form Planned Parenthood of Central and Western New York.  The intended effective date of this merger is January 1, 2014.

·         Meals on Wheels will be hosting a fundraiser at Coleman’s Authentic Irish Pub from 6pm-10pm featuring the band The Mere Mortals.

·         LDACNY and Le Moyne College will be hosting a conference on October 5^thentitled “Stress! Why kids with ADHD and LD Hate School and What We Can Do About It.”  Dr. Jerome Schultz will present.

·         On November 12^th there will be a forum on Geriatric Mental Health.

Presentation by Deputy County Executive for Human Services Ann Rooney and Department of Social Services Commissioner David Sutkowy:

·         How Onondaga County provides services to people in the community will now be restructured. 

·         The Departments will now be named:

1.       The Department of Children and Family Services

·         Includes: Child Protective Services, OnCare, Youth Bureau, Children’s Mental Health, and Juvenile Justice/Hilbrook

·         Headed by David Sutkowy

2.       The Department of Health

3.       The Department of Social Services: Economic Security

·         Includes: Temporary Assistance, Child Support, HEAP, Fraud, Medicaid, Food Stamps (SNAP), and Day Care

·         Headed by Sarah Merrick

4.       Department of Corrections

5.       The Department of Adult & Long Term Care Services

·         Includes: Aging Services, Adult Protective, Long-Term Care, Mental Health for Adults, and Veterans

·         Headed by Bob Long

6.       The Department of Probation

·         Diagrams of the current model and the future model were provided.

·         Overall goal of restructuring is how children and families can succeed in home, school, and community.

·         Restructuring is not being done out of crisis, but rather wanting to do better.

·         Restructuring is being done to integrate services and to provide a new focus on child victims who then become offenders in the Justice System.

·         Liaisons will help to link services between the Department of Children and Family Services and the Department of Social Services: Economic Security and the Department of Adult & Long Term Care Services and the Department of Social Services: Economic Security

·         Better sharing of information will allow for better connections to services for people being served.  This will largely impact families as well as children entering the adult system.

·         Restructuring will allow for better reporting on how we use public services as well as results on how we are impacting the people being served.

·         There will be no big changes in contracts for 2014.  The County will be making any necessary changes.  The largest change will be who is named on the contract.

Liz Nolan provided an overview of the draft business plan for HSLC going forward.  There was discussion regarding the need for increased fees, and Mason agreed to survey the membership about the potential fee increase.

HSLC Helpline Button

At the HSLC meeting held on March 8^th Contact Community Services’ staff presented on Helpline, Onondaga County’s Information and Referral service operated by Contact. 

The Helpline directory provides accurate, up-to-date information on the services you provide.

During the presentation it was mentioned we would be starting a “Button” Campaign encouraging other organizations in our community to put a Helpline Button on their website.

Please consider adding the Helpline button to your agency’s website in order to assist consumers in finding and accessing comprehensive community service information. The image and link can be obtained by emailing Rachel Tarrat rtarr@contactsyracuse.org.

Over the next few weeks we will send new requests for updates. This will allow providers to experience the new interface and provide early feedback on the update process. Please take a moment to complete this request when it is received, even if you have recently completed updates.

· The focus of our meeting will be a presentation by Doug Sauer, CEO of the New York Council of Nonprofits (NYCON), on the NYS Attorney General’s new report on Revitalizing Nonprofits new plan and NYCON’s position on the report’s recommendations.

· Doug will also discuss NYCON’s efforts to address some of the new Executive Orders affecting nonprofits, and we will have a chance to learn about the benefits of our renewed Association Membership in NYCON.

· Please RSVP your attendance so we can let Doug know how many to expect.

Additional things:

· You should have received an e-mail from NYCON with membership information and a log-in and password because you are a NYCON member through HSLC’s association membership. You should not have to pay a fee to NYCON for membership. Please let me know if you did not receive the membership information.

· We are holding off charging dues for the 2011/2012 year while we are in discussion with possible funders about implementing our strategic plan. We expect that we will be charging dues again by summer, and the dues are anticipated to be higher than they were in the past to support goals identified by the membership.

· I am involved with the Onondaga Community Sexual Trauma Task Force, and we are trying to assess what trauma services exist in our community. Please e-mail me if your agency or program provides services focused on trauma response.

Overview of New CNY Vitals Project – Frank Ridzi, CNY Community Foundation
CNY Vitals is a unique community indicators website developed by many partners dedicated to improving the quality of life for those who live and work in Central New York. The purpose of CNY Vitals is to provide timely, accurate data and information on the trends and issues facing Central New York’s residents. CNY Vitals will:

· Provide accurate, up to date data, benchmarks, trends and information across multiple indicator areas
· Activate diverse, multi-sector Indicator Teams
· Raise awareness of community assets, needs and challenges
· Inform citizens and leaders of community-wide plans, goals, and initiatives
· Build and support civic engagement, community partnerships and collaborative efforts
· Provide access points to other regional dashboards and plans
· Maximize our regional competitive edge and assist in creating shared goals
· Provide a mechanism for accountability for policy makers and the community

Update on Attorney General Eric Schneiderman’s Leadership Committee on Nonprofit Revitalization – Peter Dunn, CNY Community Foundation

The task force is charged with presenting a series of recommendations to reduce the regulatory burdens and costs for nonprofits while strengthening accountability.

Let Them Eat Cutbacks

Food stamps are part of the social safety net, but they work more as the ultimate ground-level crutch for Americans staggering against poverty. During the recession, food stamps were an important factor in helping an estimated 4.5 million Americans stave off the official poverty (no more than $21,756 annually for a family of four) that engulfed nearly 16 percent of the nation. The stamps are win-win: $9 in fast economic stimulus for every $5 spent on food for a hungry family. Sad wonder, then, that cuts in food stamps are the latest proposal heading for the House Republicans' budgetary chopping block. An attempt to set them back at the levels of 2007 - and cost a family of four $59 out of their $294 monthly allotment - is part of welfare "reform" legislation being proposed by leaders of the powerful Republican Study Committee. This group, embraced by two-thirds of the House majority, is the conservative engine driving much of the deficit-slashing mania to extremes. Even last year, when the Democrats controlled the House, the political vulnerability of food stamps was clear as sleazy budget deals were attempted to tap the program to protect farm subsidies and other power blocks. Now the threat is worse as Republicans wildly estimate that they could save $1.4 trillion across a decade in cutting the full array of welfare programs - yet still help down-and-out families. Vicious politics is already in the mix, including a surly provision to deny food stamps to any family that includes a worker on strike. Surely hard times should find public servants protecting the neediest first, not targeting them for crumbs from a program more vital to society than another tired round of antiwelfare politicking. HSLC meeting March 11th: Comments Requested

HSLC Members,

Dan Young, Central Region representative of the Governor's Office, has asked to join us at our March 11 meeting (8:00 - 9:30 AM at the United Way Building). The HSLC Steering Committee has agreed to invite Dan, as well as members of our NYS Delegation ,to engage in a conversation re the impact of the proposed Governor's budget on the people that we serve.

* If you wish to share a brief comment at the meeting , please send it in advance to enolan@hillside.com.

* We hope to collate comments into 5-7 priority areas that we would suggest frame our Legislators ' decisions and actions over the coming weeks.

* At the meeting, we will start with the comments that were pre-submitted and will open the floor only after those issues have been addressed.

* We are asking you to comment on the budget's impact on your constituency, not on your agency. We look forward to hearing from you and expect the conversation on the 11th to be lively and productive.
