Human Services Leadership Council Meeting

Announcements:
· Child Care Solutions will be hosting a trivia night at the MOST on October 25th at 6:30pm.
· Planned Parenthood of the Rochester/Syracuse Region and Planned Parenthood of Western New York will be merging to form Planned Parenthood of Central and Western New York. The intended effective date of this merger is January 1, 2014.
· Meals on Wheels will be hosting a fundraiser at Coleman’s Authentic Irish Pub from 6pm-10pm featuring the band The Mere Mortals.
· LDACNY and Le Moyne College will be hosting a conference on October 5thentitled “Stress! Why kids with ADHD and LD Hate School and What We Can Do About It.” Dr. Jerome Schultz will present.
· On November 12th there will be a forum on Geriatric Mental Health.
Presentation by Deputy County Executive for Human Services Ann Rooney and Department of Social Services Commissioner David Sutkowy:
· How Onondaga County provides services to people in the community will now be restructured.
· The Departments will now be named:
1. The Department of Children and Family Services
· Includes: Child Protective Services, OnCare, Youth Bureau, Children’s Mental Health, and Juvenile Justice/Hilbrook
· Headed by David Sutkowy
2. The Department of Health
3. The Department of Social Services: Economic Security
· Includes: Temporary Assistance, Child Support, HEAP, Fraud, Medicaid, Food Stamps (SNAP), and Day Care
· Headed by Sarah Merrick
4. Department of Corrections
5. The Department of Adult & Long Term Care Services
· Includes: Aging Services, Adult Protective, Long-Term Care, Mental Health for Adults, and Veterans
· Headed by Bob Long
6. The Department of Probation
· Diagrams of the current model and the future model were provided.
· Overall goal of restructuring is how children and families can succeed in home, school, and community.
· Restructuring is not being done out of crisis, but rather wanting to do better.
· Restructuring is being done to integrate services and to provide a new focus on child victims who then become offenders in the Justice System.
· Liaisons will help to link services between the Department of Children and Family Services and the Department of Social Services: Economic Security and the Department of Adult & Long Term Care Services and the Department of Social Services: Economic Security
· Better sharing of information will allow for better connections to services for people being served. This will largely impact families as well as children entering the adult system.
· Restructuring will allow for better reporting on how we use public services as well as results on how we are impacting the people being served.
· There will be no big changes in contracts for 2014. The County will be making any necessary changes. The largest change will be who is named on the contract.
Liz Nolan provided an overview of the draft business plan for HSLC going forward. There was discussion regarding the need for increased fees, and Mason agreed to survey the membership about the potential fee increase.
